Breast pain can be caused by many things. In fact, breast cancer is uncommonly painful (1-6%). Typically, breast pain is related to "fibrocystic" changes that are related to hormone production, hence the relationship to your menstrual cycle. Most painful breast problems can be treated easily by your doctor. Make an appointment. Your doctor can reassure you about your cancer concern and probably give you good advice/a prescription to resolve your pain.

Yes you can have breast pain the week or two prior to your menstral cycle while you are ovulating. If you are concerned about breast pain you should have it checked by your doctor.
